Ignition switch? Actuator rod?

So I recently did an overhaul on my steering column. New bearings, turn signal, etc. Im linking the rack to the actuator but it won't go all the way back to the lock position. Any idea why? Could it be the ignition switch is damaged? Possibly the actuator jammed? I appreciate it.

Check your lock cylinder gear and ignition rod engagement. These pictures are from my non-tilt 69 steering column, and I think your's has a similiar set up. First pic. shows first tooth of the gear engaging the first tooth of the rack. The second pic. shows the gear as when it's been turned by the key all the way to the "Accessory" position. When the gear and rack are all the way to "Accessory" position, the rack is back against the stop in the nylon gear. If that checks out ok, then check that your ignition switch is in the "lock" position. Put your lock cylinder also in the "lock" position and slide it in to engage the nylon gear. Hopefully it'll operate. Ignition switch was good before your turn signal problem, right?

Yes it was good before the replacement. My rack and gear set properly as the teeth line up. Mine has a large tooth and then a few small ones which make it easier.
The rack (silver piece with teeth) wont go back any further. It seems to be stuck. When I install my ignition cylinder, it doesn't line up. Ive given it reasonable pressure but as we know, forcing things is never a good idea. It seems like the rod is stuck on something, preventing it from clicking back all the way.

I went to start it because I didn't want the battery to die, it goes into the start position and springs back to run however the car doesn't start anymore 🤔. I crank it and its dead silent.

Hate to say it but sounds like you have to go back and take it apart enough to check ignition switch rod operation. and if it's free to move full travel, not binding on anything. On mine I was able to test operate the nylon gear by using needle nose pliers carefully on the end of the gear that engages the lock cylinder before putting the cylinder back in. You may be able to do the same.
You were correct sir.

Yes, you have that slight bit of adjustment of the switch with the mounting screws loose. That can be a problem if it is slightly off preventing it from hitting start.
Yessir. Just had to scoot it up a bit. Now to deal with these leaks and head gasket. Head gasket will be done tomorrow if I don't need to have the heads resurfaced. Fingers crossed that I dont. No smoke unless coolant is topped off. No milky oil either. So im guessing its only with high pressure. Gaskets probably older than me though lol.
