Yes, the 11837 is for a V/8 Nova SS. This car is a Chevy II 100 series 2 door sedan. If it was a six cylinder the VIN would start out 11311 and a V/8 would be 11411. I see it has an SS
emblem on the rear quarter where normally a Chevy II 100 emblem would be. Looks like a nice car, but you probably want to pass on a vehicle with an illegal VIN.

And 1965 was apparently a transitional year from pop-rivets to rosette... So...
It doesn't matter what kind of rivets are securing the VIN and cowl tag. The tags are clearly from a different car.

Yes it is he has no idea it’s the wrong vin all he did was check the vin to the tittle when he purchased it he’s unaware of the vin issue
Unfortunately, this is not unusual. Frequently occurs when someone buys a classic car on a whim without knowledge of model types, numbers, etc.
VIN matches title, DMV goes smoothly (unless a stolen is involved) and owner drives the car for years. Big problem usually comes at sale time when
a knowledgeable person comes to look at the car and discovers the discrepancy.

Only if it has a VIN that matches the car. Cool disappears quickly if an owner discovers his car is titled under a VIN from another vehicle. Almost impossible to sell
unless it gets sorted out, and that can be a nightmare with a result that might include losing your car. Nothing cool about this situation.
