I have my cluster out, torn apart and cleaned up. Replacing all bulbs, sockets and pcb. Is there a way to test the fuel gauge? Car doesn't run.

Yep, do a search.

PLENTY of info I've offered through the years as well as others.

Spend the time too with the resistors on the sender wire/terminal to really make sure it works.
