My 64 has parking lights when the switch is in the park light position. I do not have any when the headlights are on.

I don't remember if this is normal or not and could not figure it out looking in my 62 shop manual.

The turn signals work and the tail lights work in both positions

I must have a problem in the switch if this is not normal.

Yes this is normal. I guess they're like a daytime running light? Some guys will wire them to work with the headlights.

You don't have a problem. That's the way all cars used to be. 1968 was the first year parking lights stayed on with headlights.
