When I turn my wheel left or right it blows fluid out of the cap and I have now powersteering. Someone said that my pump is bad but I just rebuilt it. Is there some kind of valve that can go bad?

When a new pump is installed you will need to bleed all the air out so you may "burp" air and fluid that may leak a bit out of the reservoir, but nothing excessive. You will need to top off the reservoir after the system is bled (it is self-bleeding). Is your leak only when you drive, at idle, high rpm? If your reservoir is getting pressurized fluid it sounds like you have a stuck open pressure relief valve. What did you set your relief valve at (how many shims)?

I didn't shim it, I took the pump apart and rebuilt it, I didn't take the control valve apart. I will try to take it apart and clean it. If it is stuck will that cause the powersteering not to work?

i took it apart and seemed to mis place my control vavle. does anyone know where I can get one?
