can anyone explain to me what all that means? because with most short blocks it will say with a 118 cc combustion chamber the compression is 9.8:1. and if i got tahts size head wouldnt that be the compression or does the half closed mean different sizes?

Usually anything under 110cc is a closed chamber head, and 114+ is open chamber. A closed chamber head will give you more compression, but the flow is decreased due to the valves being shrouded. Stick with Open Chamber heads. I am running a 820 casting which is Semi-Open chamber, its 112 cc and the valves are un-shrouded but still has good compression.

Just as the above statement says, I run LS6 open on a .060 over 396 basically because it's hard to find good fuel up here, so I kept the squeeze at 9.5:1, but the open and semi open flow much better. If you want more compression do it with the piston and open chambered heads IMO.
