I believe bolts need to be in those holes or you will have an oil leak. You need to get some 3/8 bolts 1/2" long with a little sealant and you should be good to go.
If you are talking about the bolt holes on the front of the block on the fuel pump boss it does require a bolt in it to keep from losing oil. Like 3504speed said a short bolt with sealant on it will stop the leak.
