yea its definitely flat leaving the line. 36-38* is plenty of timing. sounds like you need to work on the carb being more responsive. I would think having the 4 hole spacer would help better on that V jr than a open spacer.
In any case try changing the accel pump cams and make sure the accel pump spring has just a tiny bit of play at rest. I would suggest more stall converter, maybe 4.10 to 4.56 gear.
