I was wondering if anyone manufactures inner fender panels for 3rd gen Nova's similar to the first gen made by Heidt's and various other companies?

are you asking if inner fenders are reproduced at all OR if anyone makes special ones that are like first gens?

considering that this is in the 3rd gen section I'm assuming that you're looking into getting them for this generation in an aluminum, race-looking design? I have not seen any, and based on the shape of the inner fender I believe it would take some experienced people to create them. I've seen some cars on ebay and what not that people have apparently created their own, though.

Mine were custom made. Iv'e seen some panels for the front from the grill to the radiator support on e-bay the guy who sells them makes them for different cars. But other than that if you make some templates out of cardboard a sheet metal shop should be able to produce some for you.
