Can you remove and replace a 66 grill without removing the fenders? If you can tell me how.

Yes. The brackets are riveted (originally) to the headlight brackets. You can remove as an assembly, or drill the rivets and remove grille only. Don't forget it is also tied to the hood latch & support.

There are also two brackets; one on each side of center that ties down to the Gravel pan. It could be riveted also. You might have to remove the front bumper in order to drill out the rivets. I have #10 socket head bolts holding my grille in place. Makes it real easy for removal.
