Help with 200r4 trans!!

I'm hoping someone with a 200r4 can help me. I just put the car back together with a newly rebuilt trans. i believe the TV cable is adjusted properly or close to it. Here is what happens:
Reverse works fine.
If I hold it in first, things seem fine.
If I am in drive, the car quickly shifts to second and then third and doesn't seem to 'downshift'. The car surges and 'lugs' along and will usually die when I come to a stop (almost like leaving a manual trans car in third gear and coming to a stop). The trans has a converter that is supposed to lock up with pressure, etc (not computer controlled).
I have played with the TV cable, but no matter how I set it (or even disconnect it from the carb) there is absolutely NO effect on the situation.

Any help would be GREATLY appreciated!!
The new motor and rear end are great, but this trans thing means I can't drive it yet!!

If you have made electrical connections to the trans (and you should have for the TC to lock up) check to make sure your brake switch is operating. this should be disconnecting the voltage to the trans when you depress the brake pedal to unlock the converter when pulling up to a stop. If you did not connnect anything to your brake switch, that could be part of your problem.

Not shure how they have the converter setup but it should unlock whenever you let off the gas. I would talk to whoever rebuilt the trans and ask them. To check and see if the TV cable is close: at WOT there should be little to no more movement in the cable. That's just a ballpark adjustment though. I would think there's something internal wrong if the cable adjustment is right.

Thanks for the notes and I am going to call the trans people, but understand:
1 - The TV cable does seem correct, but has no effect on this problem. If I leave it 'correct' the problem exists, if I 'tighten' it, nothing changes, if I 'loosen' it, nothing changes, if I disconnect it completely nothing changes. I am pretty darn sure it is connected down in the trans because when I pull on it, I can feel it 'engaging' and then it stops after about an inch or so.

2 - The rebuilder said that no electrical connections are needed. The converter locks up based on RPM's and pressure or something. It is only supposed to lock up in top gear after a consistent speed is maintained for a time period (or something like that).

The trans 'tech' is saying that the solenoid down in the trans is no good and is sending me a new one. I think this will resolve the stumbing problem and 'not downshiftng' problem, but does this have anything to do with the fact that the shift points do not change regarless of the TV cable adjustment?

No the TV calbe is entirely responsible for shift points in a 200r or a 700r as they have no vacumm modulators to sense engine load. If there's no electrical connections required why is there an soleniod in there? Also, I don't see how the transmision would be able to determine how long it's been going a constant speed.

The way I've normally seen lock up transmisions done is to allow it to lockup in high gear only and whenever it's in high gear, hydraulicly not electronicly. The modification is done in the valve body by somehow bleeding pressure into the converter circuit during high gear engagement. The the soleniod gets replaced with some kind of plug as I remember. I'm not saying your guy doesen't know what he's talking about just that thats how I've seen it done.
