Am I safe to assume black epoxy primer is ok to use under dusk blue and gray for lemans blue?

Yes, but with proper hiding it won't make a difference.
there are better sealers than epoxy.

I want to replace my fenders with a southern pair I pickup and repaint my car. I was also going to have some body parts sealed up from my other Nova too. What do you suggest? I can save time and money if I get them stripped together, so I didn't want to leave them bare for obvious reasons.

Epoxy is great for long term storage not exposed to direct sunlight.
For fenders you are painting, I suggest a 2K sealer from the line of paint you are using. If you want to use two colors sealer you can but your car was probably sprayed to hiding originally so spraying it to hiding again negates most of the affect of sealer color. Certain color sealers will lessen the appearance of a chip in the paint later on.
