Proper dwell adjustment is 29-31* on the 71 307 engine..gap is .019. The car must be running to check the dwell...connect one lead to a good ground and the other to the distributor side of the coil. That's all you need to do...adjustments are made using a hex head tool or allen wrench thru the little window in the distributor cap. You should also be able to check the engine idle rpm's since your meter most likely has a tach function as well.
