Hey guys, do I need the charcoal cannister in my '70 Nova, or is it just an unnecessary smog device?

Sorry to threadjack ... but if you keep the charcoal canister line open can you plug all the other fittings off the tank? This is on a 72 which has that extra crap mounted in the trunk. Thanks
