Have you noticed is it by chance just front or just back only?

Could it be that one of your wheel cylinders started leaking while in storage? That is not an unusual occurrence and brake fluid on the shoes could make them grab.

I had a 62 Impala with drums all around that did the same thing. It took a lot of getting used to not to lock them up but never had any leaking wheel cylinders or anything. It was just overly sensitive. Had the car 10+ years and they were like that the whole time.

Think it is in same one as before would that make a difference ??
Yes, if I remember correctly, and if this applies to '64s. I have never worked on a first gen.

One hole will provide a lot of leverage for the use of manual brakes (what you had, and where your clevis pin is now I am guessing). The other hole has less leverage for power brakes. I seem to remember that if you use the manual hole for power brakes they will come on very fast.

Well checked that brake pedal hole it won`t line up with the other but i think Carl might be right the first time i just pulled it out through the lot i went ahead and took it for a drive and after a few stops it straightened out works ok now so maybe the brakes were sticking.
