On my 64 ignition switch, the 4 positions are from the left, lock, off, on, start.

Does the key need to be in to rotate cylinder to on and start?

If it is in the lock postion with key removed, the cylinder will not rotate. If it is in the off position, and the key is removed, the cylinder can be rotated to both the on and start positions. Is this a normal operation, or is the key/cylinder worn out and need to be replaced?

This is normal ops...in high school I lost all the keys to my car cuz I always left the ignition unlocked. Since I didnt need them to start the car I got careless and eventually lost track of where they were.

My group of pals would take a nail and hammer it flat and use that for a key in some of those worn out switches.
