62 Nova horn relay

Have a question about horn relay wiring...there are two terminals, one says Batt and the other is blank, should the blank one get 12v too? Part 2 of question, the connector on the bottom black wire going to horns and tan wire going to connector on steering column (turing to black to horn button). There is no power going to the relay from the steering column...question is what energizes the relay to make the horn blow??

The relay is grounded in the column when you push the horn button.

Does that ground get to the relay by way of the tan wire ( which is a black wire from the horn button) going to the relay? (the bottom of the relay has a tan and black wire, the black going to the horns), if yes I've grounded that side of the relay and the horn does not blow.
