When removing the 'front eye' of the rear leaf spring, do you really have to remove the front spring bracket? Is it because of the metal lip on the rocker panel, for ease of removing bolt and nut? thanks

Yes, you have to remove the perch first. The bolt won't come out with the perch still attached.
