top dead center

I know there's a ton of info on here about this but I need some clarification. I put paper towels in each spark plug hole and turned the engine. As each cylinder fires the paper towel pops out. There's a line drawn (in sharpie) on my harmonic balance that I'm assuming should be at 12 o'clock...
