my new daily driver is a '63 400 series moordoor... but it has the black control knobs (heater, lights etc) no dash trim... is this just the way it happened to be ordered/made?

Something's goofy.

If it's genuinely a Nova 400 - It shouldn't have the black plastic knobs as those were used in 100 or 300 series Chevy II only.

It should have the 400 dash trim and chrome knobs. Does it have the 400 side trim and chrome drip rails?

The only dash trim for 1963 was on Super Sport models.

On the 1963 cowl tag - Line #2 '04' could indicate either a 300 series with 6 cyl. engine - OR - a Nova 400 series w/ L6. (with '69' designating 4 door sedan)

The black knobs indicate a definate 300 series car.

If the bodyside moulding goes from wide to narrow - it's a 300 Series Chevy II.

I suspect it may be a 300 series. The glove box should say nova 400 on the scripts. My 63 4door 400 series is an 630449 vin/cowl tag. Is there any of the trim left after the fenders?
