Right fender well hole in my 72

What goes through this hole in the right inner fender of my 72 I know the hole below it is for the parking light wires

Thats a good question but I dont have any answers.
I found the same rubber bushing with 3 screws in the same place on a 69 car a guy was parting out that was for the most part unmolested, I bought both skirts and just removed that part and left the spot as it was in case I figured out what belonged there.

I do not have that hole on my 71. It does not look stock to me.

No hole on my '70; but there is one on the '74 inner fender in my shed (looks factory).

Was there a charcoal canister or vacuum reservoir behind the battery on '73s and '74s that could explain it?
