Tilt Steering Column

I purchased a 1966 Nova and it has the Flaming River Steering Column in it. The question that I have is this. On the lever that you use to tilt the wheel does not hold very good. Meaning if I put the wheel where I want it to drive then push on the top of the wheel it ratchets it self up to the up tilt position. Don't know really how to explain but no matter where you put the wheel if you push up on the wheel toward the windshield it does not hold. What would be wrong with it and what would I have to do to fix it? Thank you.
