383 Vortec build questions

I have a question about 383 stroker. I read somewhere that you could build a 383 with standard vortec heads, had great horse power with almost equal torque, and get 15 mpg. I would like to build something similar to this. Can any one advise me on this. I have a 350 block only so will have to build it ground up with new parts. And good luck 270win with your build, I built many 455's in my younger years (16-21 now 26 LOL) and the on thing I can say is I did everything the hard way, and the one thing I learned from all the mistakes I made was patients.
