Try plugging or pinching off the return line and see if the pressure comes up. this will allow you to confirm it's not the filter. Make SURE you don't have a leak/stuck injector etc that's bleeding off the pressure. Confirm you've got 12+ volts at the pump.

I'm running a tank setup from Rock Valley, the fuel pump only has an inlet and outlet. I was having a fuel pressure bleeding off issue with the TPI also. I'm starting to think that it's the pump. I found out that since I bought a pump for a TPI originally that it only has 47 psi not the 58 that an LS needs. So either way, I need a new pump.

I get so fed up with this car, if its not one thing, it's another. Even after the fuel issue is sorted out, I still need exhaust, a new swaybar, alignment, interior. A long list of expensive stuff. I just want to drive it!

Iv'e never been as far into a build as you have and I'm sure it's frustrating as hell.
But I'm just as sure that all will come out well in the end.
