Deluxe steering wheel for 1970 Nova SS

I have a question concerning my 1970 Nova SS. I don't think I have the components installed in the correct sequence in my steering column,or something may be missing?? My horn continuosly blows all the time even though I am not pushing the tabs on the steering wheel. This is driving me crazy because then I disconnected the horn from the wiring (at the horn), to keep it quiet, but apparently it still "makes contact somewhere" because it completely drained my Optima Red Top battery!!! What is the correct sequence of parts to be installed in the steering column? Currently, I have it like this: 1. Turn signal switch mechanism, 2. washer, 3. thrust spring, 4. turn signal cancel cam with horn contact, 5.steering lock plate,6. then snap steel ring,7. then cover plate that has 3 holes in it for screws that go into lock plate...8.then wheel with horn contact wires and tabs, is this correct?? Every time I screw the 3 screws thru the cover plate and into the lock plate, the screws protrude past the lock plate and I think makes contact with the metal surface of the horn contact on the cancel cam and that is why the horn "blows" all the time. I am at loss as to what to do?? Please help. Thanks!
