Rear Frame Rot

I was crawling under my car the other day and noticed a piece of the undercoating hanging down. Pulled on it and voila - it was hiding a rusted out frame between the rear shackle bolt and the bumper. Starting to sweat a little by now I looked at the other side. Even worse!:( Someone had put a mickey mouse patch on the frame and hid it with undercoat tar.

So, does anybody know where I can get some patch frame pieces? I understand that this is a common problem.

Who does this kind of work? Alignment shops? Body shops?
