How do you get these things out? I tried taking all the bolts out then pulling on them but they are stuck. More importantly, do I need to take them out to get the frame powder coated?

That must be a fourth gen. I'm not to familiar with 4th gens, but it looks simular to a 74 3rd gen rear bumper mount. On the 74 rear bumper mounts four bolts on the face and then one that was like a foot bach on the frame rail. Look back the top and bottom of the frame rails for a bolt that doesn't look like it is really holding anything in.

I just ground the heads off mine and gave it a whack with a BFH!

Gloryhound is correct ... there is a 5th bolt near the back of the shock absorbing bumper mount that has to be removed. The head of that bolt is visible in your photo between the radiator support mounting perch and the hole in the top of the subframe.
As far as needing to take them out to have the subframe powder coated, I would say yes for a couple of reasons. (1) It will give access to the open ends of the subframe which will allow for a more thorough cleaning and powder coating. (2) Those shock absorbing mounts contain oil and pressurized gas that would likely expand and possibly blow out the seals when exposed to the heat necessary to melt/cure the powder coating.
