i just finished the rear suspension on my 69,but the shocks are all the way compressed and are hold the car up. the car used to sit up real high like an old drag car and i bought new shackle kit cal tracs bars and lowered spings, im also using new rancho shocks. theres a 2 inch spacer thats being used to bolt the upper shocks onto the car, is this on every every nova? should i get shorter bolts and take them out? please help

Spacer on top? You mean a threaded piece thet screws onto the end of the shock shaft? If so take it off. May not still be enough depending on its length. May have to go to a shorter shock or extend the lower mount to get the shock back into the useable range since you lowered the rear.

I used Camaro shocks which are shorter, and still ended up making brackets to put them up thru holes in the trunk.
