1st Gen Power Steering

I have a question on Stock Power Steering Service. I have a 1964 Chevy II 4 Door (400 Series) with power steering. The problem is that it steers like manual. The following is a diagram I came accross in my Nova Install Manual:

Would anyone be willing to offer some troubleshooting / service instructions for the do it yourselfer? I'd appreciate it.

First thing check the fluid not only the level but see the condition of it. the easiest thing would be to jack up the front both wheels off the ground and turn the wheel all the way left then right sometimes it will bleed the air out of the cylinder if that doesnt work then look at the hoses maybe one of them is kinked
