Leaf spring pockets

When I removed my bolts on the leaf spring pocket all of the clips broke loose. I know many others have had this problem. Is there any reason I can't weld the pockets to the floor boards instead of cutting a hole in the floor and removing part of my interior to get to the clips?

You can't get the spring eye bolt in and out with the pocket in place.
